Independent Chair
Any second attempt at a progression review will include an independent chair. The independent chair is nominated by the Doctoral Programme Director.
The role of the chair is to monitor good practice within the examination, and to ensure that:
- the examination is conducted according to the Regulations and the Code;
- the research student is treated fairly and appropriately;
- the process was appropriate and the outcome of the examination represents fairly the views of the examiners.
All research degrees at the University of Southampton are governed by the Regulations for Research Degrees and Higher Doctorates and the Code of Practice for Research Degree Candidature and Supervision, which should be consulted to aid the completion of this form.

Important Notes:
PGRs are allowed to spend more than £1,200 a year, as long as they do not go over their £3,600 total.
Supervisor:
- The primary supervisor cannot be on probation or has a contract that is less than the duration of the PhD.
- An academic who is not on probation can be the primary supervisor if the other supervisor is experienced (has supervised a PhD student to completion).

Change of Primary Supervisor
“Students should also obtain a new ATAS clearance certificate if their primary supervisor changes. This is not yet expressed in guidance but has been stated in sector meetings since December 2023.”
In most cases students will not have to pause their studies whilst they wait for a new ATAS certificate. A marker will be placed on their account for follow-up by the visas team. This marker will not result in loss of access to systems.
